Abstract: The national cycling strategy promoting plan 2020 (NCP 2020) in Germany was studied. Cycling in Germany was taken as a research subject, the potential inherent in utility cycling was harnessed in this paper based on the national strategy target of cycling in Germany, and the travel trend of cycling was also developed. Afterwards, the general framework of cycling in Germany was summarized, and then the five action areas were proposed consisting of regulations, cycle network, infrastructure, cycle tourism, and linkage with other means of transport. Furthermore, the 20 years state of cycling traffic in Leipzig was taken as a case study. It is expected to provide implications to the cycling national strategy in China.
