Classification and Transformation of Emergency Dynamic Alliances Stakeholders

The problem of effectively guiding and coordinating different organizations to establish an efficient emergency dynamic alliance is important in emergency management. According to stakeholder theory, the general concept of emergency dynamic alliances stakeholders is analyzed and the study of stakeholder classification is carried out. The stakeholders can be divided into four different categories according to different level of influence, legal and contractual responsibility relationships with emergency events. Furthermore, they can be divided to eight categories with different participation levels. During emergency response activities, different categories of stakeholders constitute the core layer, the core organizational layer and peripheral organizational layer of federal model. The stakeholders may transform from one category to another under the influence of different policies and the environment. Excellent organizations will gradually transform to high-impact, high-contract and high sociality ones with emergency event. Based on the above discussions, the policy suggestions are made which include increasing the effective capital investment, establishing incentive and constraint emergency policies, promoting emergency technological innovation, strengthening the evaluation of emergency management and improving compensation policy.
