Mechanism Analysis of the Formation and Implementation of Enterprise Low-Carbon Manufacturing Strategy

Low carbon strategic transition is a road enterprises must take in response to constraints on carbon emission and consumer preferences, thus transforming Manufacturing Strategy（MS）into Low-carbon Manufacturing Strategy（LCMS）. Based on New Institutionalism and System Dynamics, the study is made on the structural elements of enterprises LCMS, the driving forces of enterprises LCMS formation and enforcement, and the dynamism for LCMS enforcement. The result shows that enterprises will be forced to implement LCMS planning and enforcement when target performance demanded by external pressure and internal dynamism is greater than current performance；hindrance of LCMS enforcement arises from inconsistency between competition priorities and LCM practices; the stability of LCMS enforcement is judged by proximity of current performance to target performance or when the hindrance surpasses a combination of external pressure and internal dynamism. Accordingly, environment policy making needs to emphasize obligatory as well as incentive regulations. Meanwhile, enterprise managers should have the courage for managerial innovation so as to alleviate disparities in LCMS enforcement.
