Research on Emergency Response Organizing Structure and its Operational Model for Unconventional Emergencies

Building emergency response organizations scientifically and effectively is the basic task for carrying out unconventional emergency commanding. This paper analyzes the agents participating in the unconventional emergencies response process and their relationships. Based on the system engineering thought and the theory of organizational design, an emergency response organizational structure of unconventional emergencies is proposed, consisting of off-scene and on-scene emergency response organizational structure. It adapts to the characteristics of the administrative systems for our country, and satisfies the requirements of unconventional emergency response. Additionally, it can organize all the responders for unconventional emergencies in a unified manner. Meanwhile, the operational model for unconventional emergencies response organization is analyzed. Finally, the research result is applied in the emergency response process of “7.23” Yongwen line special major railway traffic accident as a case study.
