Incentive Regulation Study about Operation Efficiency of Scientific and Technological Enterprise Incubator

Scientific and technological enterprise incubator is a complex system that has both high input and high output. Its operation efficiency is affected by many factors. Using data envelopment analysis (DEA), this paper compares and analyses the operation efficiency of 243 national level scientific and technological enterprise incubators from 22 provinces. The result shows that the operation efficiency of scientific and technological enterprise incubator has great space of promotion, and there are obvious differences of the operation efficiency between regions. As a quasi-public goods with positive externality, to improve the operation efficiency of scientific and technological enterprise incubator, introducing regional scale competition system, implementing franchise bidding system generally, completing the system foundation of incentive regulation and other method need to put into effect.
