Electoral Team：New Election Construction in Grass-loots Democracy

Electoral team is a new and spontaneous order in Grass-loots democracy. Electoral team is very important for improving the village awareness of democracy, formatting checks and balances system and establishing order in primary election. In China, the legal system of grass-loots democracy is not in concert with its practice. Electoral team can play a breakthrough role in addressing the basic problems that exist in democracy practices and achieving village self-government. Village' political wisdom is embodied in the system of electoral team. However, the new election construction should propose improvement from the aspects of the concepts, institutional supply and supervision of campaign funds.
