Empirical Study on the Government’s Ensuring Functions of Military Industry Core Capacity-Building

Taking the government’s ensuring functions of military industry core capacity-building as the object，through the empirical research on administrative institutions and enterprises in military industry，the paper focuses on the supply and demand of government’s ensuring functions，and the evaluation of the specific functions. The results show that: the core capacity-building in government functions manifests the characteristic of“more emphasis on investment and supervision functions，less emphasis on planning and service functions”. To ensure the core capacity-building in military industry，government should transformits functions in investment quality，planning width，supervision direction and service level.
