On the Improvement the Legal System of National Defense Mobilization——Reflections on the Test Project of Energy Mobilization Conducted in Inner Mongolia Autonomous Region

To accelerate the legislation of national economy mobilization is indispensable for the improvement of the legal system of national defense mobilization. The main tasks of national economy mobilization consist of: to rationalize the administrative system of national economy mobilization， to stipulate the responsibilities of local governments in national economy mobilization， to specify the institution for the directorship of national economy mobilization， to lay down the measures for cross-regional coordination in national economy mobilization and to spell out compensatory methods in accordance with law.
