The Enlightenment of Western Evidence Based Practice and Policy of Public Welfare for China

Evidence Based Practice and Policy(EBPP)，which has emerged in recent years as one of the hottest topics in public welfare research and practice in western country，is the process by which policymaker and the main providers of social welfare services make decisions using the best available research evidence and their expertise. EBPP in the public welfare meets new and greater challenges in the planning and provision of social welfare services in order to satisfy new demands， increase responsiveness to users’needs and enhance efficiency and productivity. EBPP is developing rapidly among international public welfare field. It has great advantage for the transition of traditional welfare concept and provides scientific guidance for formulating and carrying out government policies on social welfare. This has brought the rich enlightenment to the social welfare reform in China.
