In order to avoid repeated researches， technology transfer becomes a very important transaction between enterprises. Though the aim of intellectual property law is to protect technology， it also creates technology and market monopoly through technology transfer. Europe Union is an area where the technology transfer market is very active. With the economic development， EU has modified related rules. The paper focuses on the latest competition rules about technology transfer in EU， treating TTBER as a center， and concentrates on its background， character， contents and practice to understand comprehensively the competition rules about technology transfer in EU. Particularly important are safe harbor systems and economic analyses which are very useful for our companies when they sign contracts with EU companies.
