Research on GSP Rules of Origin—The European Union as the Center

GSP rules of origin are a core component of the GSP. Compared with reciprocal rules of origin， though there are similarities between the two， they are very different in the nature， type and practical effect. The history of evolution of GSP rules of origin with the European Union as the center shows that: in the macro context， the GSP rules of origin is still the core of GSP， and will be gradually simplified， but there will be no substantive change; rules of origin will no longer be the focus of reform. At the micro level， Origin Criteria will be relatively simplified and unitary; direct transportation rules and its proof will not change; the procedures of proof of origin does not simplify， and conditions will not be lenient; administrative verification will be further strengthened. To take full advantage of the GSP， we should be familiar with the latest revision of origin criteria; understand donor-country content provisions， and actively cooperate to provide the required certificate; enhance GSP visa management， and ensure administrative cooperation of GSP visa.
