Tentative Researches on National Mobilization Potential Theory from the Perspective of Supply

The enhancement of national economy mobilization potential is the primary task for the preparatory work in national economy mobilization, the research on which can help strengthen its understanding. It is generally held that the evaluation of this potential should be based on specific needs, which are nevertheless not clarified and thus impede further studies. Under the circumstances of unspecified needs, it is possible to define the concepts of mobility potential and study its formative mechanisms from the perspective of unusual supply abilities. Under normal circumstances, national economy system evinces normal relationships between supply and production. However, in time of emergency, national economy system is under pressure generated by the situation, which increases the supply of specific resources. The quantity of this increase is the national economy mobilization potential under our attention.
