The State and Problems of Agent Construction System of the Government Investment Projects in China

The Agent Construction System (ACS)of the government investment projects is an important measure of the investment system reform in China. Through a comprehensive analysis and study of the 45 regions which carry out the ACS, the paper draws conclusions that the enterprise agent model has a distinct advantage in practice, and it has achieved good effects. At the same time, the major problems of the ACS reform are revealed, and the paper puts forward relevant recommendations to further deepen the reform of ACS. It provides references to the relevant national authorities in policy-making.
