On the Risk Allocation Model for Public Projects Based on Fuzzy Logic

A proper risk allocation among contracting parties is of vital importance for public projects. A series of risk allocation criteria are presented in this paper based on the existing research results. A risk allocation model is established by utilizing the abroad risk allocation method based on fuzzy logic. This model transforms the subjective, vague process of risk allocation into a more systematic and rational quantitative-based analysis process. It will benefit the realization of the proper risk allocation for public projects, especially has strategic importance to the project -specific risks allocation and the controversial risks allocation.
