A View of American Policy of Appeasement towards Japan in "The Panay Incident"

"The Panay Incident" was the largest conflict which occurred in China between the United States and Japan before "Pearl Harbor Incident". It was the inevitable result of United States爷policy of appeasement to Japan. The United States was in a passive situation because of its compromise to Japan which finally damaged the interests of the United States itself and the peace of the world.
