Threats Against International Peace and Security and the Rule on Using Force in the Framework of UN

International peace and security faced new threats in new century.The existing rule on using force set out strict limits for a state to use force in self-defense.The Security Council has the right of discretion to use force to address those threats.The existing system of making decision of Security Council and the international political elements make it difficulty for Security Council to open the system of using force,so states maybe breach the rule on using force to use force in self-defense to address new threats.
