Issues on Legislation on Share of Scientific Resources

There is no specific law governing share of scientific resources in China.The current legislations are unsystematic and the grade of law effect is relatively low,which is not beneficial to share of scientific resources.Thus the Law on Share of Scientific Resources should be stipulated to apply to the whole process of construction,share and protection of scientific resources.The share of scientific resources should abide by the following principles: firstly,different sharing mechanisms should be established on the basis of whether scientific resources are state-owned;secondly,share and protection of scientific resources should be combined to promote its sustainable development;thirdly,intellectual property rights protection should be emphasized.The State should manage scientific resources by classification and compile the directories open to the whole society with a view to provide a reliable means to share of scientific resources.
