On the Intellectual Right Strategy in Science and Technology Enterprises for National Defense

The establishment and implementation of intellectual right strategy in science and technology enterprises for national defense(STEND) facilitates these enterprises to utilize and safeguard their intellectual rights properly.At present STEND are not fully aware of the necessity of developing and managing their intellectual rights and ignorant to the availability of intellectual right resources.It is proposed that intellectual right strategy are established for STEND: information strategy covering database development,information network and information research;development strategy covering innovative development and subsequent development;utilization strategy covering resource sharing,alliance and export;defense strategy covering patent,copyright and business secrets;talent strategy covering talent training and patent agent training;dynamic combination strategy covering the establishment of a warning system on the basis of resource management.
