A Research for High-Tech Development Zones in China——Based on the Method of Entropy Weight

Based on the entropy fundamentals, the Theil Index is introduced to improve the method of multi- factor and multi- levelfuzzy comprehensive evaluation. Compared with the method of cluster analysis or expert' s experience, the Theil Index heightens theveracity and rationality of the evaluation results. Besides, also introduced is the method of the best solution model of optimalmembership degree vector and a conclusion of the status of China' s High- Tech Development Zones in 2003 is therefore drawn. Thestatus shows the increasing polarization between the zones. To solve the problem, the paper brings forward some constructivesuggestions for the Second- Time Pioneering of the Zones.
