  • Based on the theory of human-as-the-principle under the conditions of knowledge-based economy, this paper proposes that training and development is the ultimate goal of performance evaluation. In light of this proposal an analysis of the current problems in performance evaluation is provided and reforms to tackle these problems are suggested.
