On the Evaluation System of PLA's Weapon and Equipment R&D Projects

The main fact that has created a large number of problems in PLA's weapon and equipment RD project management is in want of evaluation system. This paper put forward a countermeasure that, according to different phases of project lifecycle, the weapon and equipment RD project evaluation process can be divided into three phases: the evaluation of approval of the project at the beginning, the evaluation of the progress in the course of the project and the evaluation of the performance at the end of the project. Based on the three phases, an integrated evaluation system that runs through the whole project process can be established.
