On Macro Science and Technology Communication: the Formation of System, Policy and Competence

Science and technology communication is one of the social causes that deserve great expansion in the time of knowledge economy, and the search of science and technology communication should not be just confined to technical research at a micro level, but be expanded to the concerns of some major pragmatic projects at a macro level, such as national science and technology communication system, policy and competence, etc. Based on the author's previous research and relevant research in the academic circle, it discusses the concepts and relevant contents of national science and technology communication system, policy and competence, contending that in the process of developing science and technology communication, a new mechanism of "one government, two systems (national science and technology communication system and a social aid system for science and technology communication)" should be established, including a science and technology communication policy system that includes nonprofit development policy, industry development policy and technology development policy, and a new pattern that aims at advancing national science and technology communication competence.
