  • The problem of editor-in-chief titular is a particular phenomenon of the college journals which taken up one eighth of total journals in China.This paper analyzes,in details,the reason for this phenomenon by taking a view of its positive and negative aspects,and points out that the editor-in-chief as a key figure of a college journal should do his duty.
