On the legal Guarantee of the Citizen's Sharing of the Mass Medium Source

Approaching and sharing mass medium sources can be regarded as the common people's possession of the freedom in action and spirit. This freedom reflects the people's needs and implies the basic appeal for the human rights and some other legal rights. The government as the main body responsible for meeting the needs of the people, should take an active attitude to the rights of freedom of the citizen's "seeking reception and delivery of various information and thoughts", especially in enhancing the common service of the mass medium and providing support and guarantee in meeting their basic needs of the mass medium. Interpreting Bill No. 22 from this view requires a notice of the Bill's implication of guaranteeing the active attitude and legal orientation toward the citizen's accepting and sharing the mass medium.
