Integration of Digital Economy and Real Economy: Framework, Logic, and Approach to Classified Governance of Digital Economy

The emergence of new generation information technologies such as artificial intelligence has driven the rapid development of the digital economy and its deep integration with the real economy, forming a new pattern of integrating digital economy and real economy. In recent years, a series of favorable policies have been introduced to encourage the development of digital economy while new regulations of supervision and governance have been made. According to the classification of core industries in digital economy by the National Bureau of Statistics, the fifth category of “integration of digital technology and real economy” is subdivided into five categories. Based on the inclusive and prudent supervision of new infrastructure framework and the digital government maturity model, a digital economy classified governance framework was built and the new characteristics and logic of it were interpreted. Based on experience in typical industries, an object-oriented digital economy classified governance path was proposed, which emphasizes the implementation of tailored policies and classified supervision. The comprehensive combination of inclusiveness and prudence, co-construction and co-governance, technology-embedding, and scene-adaptation, provides a guarantee for achieving high-quality development of the digital economy and high-level security and benign interaction.
