Complex Linkage Structure and Long-term Interaction Mechanism of Grassroots GovernanceA Case Study of R Community in C City

Realizing the positive interaction between government governance, social regulation and residents’ autonomy, and constructing a simple and efficient grassroots governance system are the important foundation for the modernization of national governance. The academic debate on “three social linkages”, “political party activation” and “street integration” cannot respond to the requirement of grassroots governance system innovation of co-construction, co-governance and sharing. This paper analyzed the interaction structure and mechanism of grassroots governance based on the composite governance theory. Through the grassroots governance practice of R community in C city, it is found that R community has formed a grassroots governance structure of “multi-layer composite—multi-linkage” and constructed an interactive mechanism of “composite linkage”. In other words, the multi-level governance network of streets, communities and neighborhoods and the multi-centered governance subjects of government, society and residents have realized the long-term interaction between government governance, social regulation and residents’ self-governance through the vertical empowerment and resource integration mechanism and the horizontal coordination of interests and functional linkage mechanism. The analysis of the composite linkage structure and long-term interaction mechanism of grassroots governance breaks through the limitations of the previous focus on a single governance level and polycentric perspective of the community, and provides an innovative path analysis for building a social governance community of co-construction, co-governance and sharing.
