The Development and Generation Logic of Local Government Public Service Innovation Practice

Continuous promotion of local government public service innovation is an important way to equalize basic public services and supply-side structural reform in the future. This paper systematically combs the relevant texts of public service innovation award-winning projects under previous "China Local Government Innovation Awards", and explores the current development and generation logic of local government public service innovation practice. Specifically, it involves the external characteristics of local government's public service innovation in time span and geographical distribution, and the internal structure of innovation type, innovation mode and supply mechanism. Institutional support, social demand and policy entrepreneurs are the important foundations of local government's public service innovation. In the future, the central government should give local governments more space for public service innovation. Local governments should consider the public service needs of the masses and accept the participation of social organizations. At the same time, they should absorb more policy entrepreneurs both inside and outside the system to promote the sustainable development of innovation.
