The Analysis of Necessity and Major and Difficult Issues of National Economy Mobilization

Civil-military integration has risen as a national development strategy,the national economy mobilization as part of the field of civil-military integration development strategy is very important,the national economy mobilization law should be enacted to regulate and guarantee the national economy mobilization activities. The 19th National Congress of the Communist Party of China and co-located Conferences stressed that more attention should be paid to civil-military integration,and the establishment and improvement of the mechanism and policies of civil-military integration.The national economy mobilization law need solve how to prescribe the concept of the national economy mobilization,the new requirement of civil-military integration development strategy to the national economy mobilization,comprehensive national security perspective of the new function,national economy mobilization responsibilities and procedures and the implementation of national economy mobilization of dynamic mechanism. Besides,we should straighten out the authority of national economy mobilization,the government and its departments functions and the command of the national economy mobilization system.
