Relationship between Policy Communication and Policy Change: an Empirical Study on Public Issue of “Migrant Workers”

The construction of public issues on the media affects the changing process of relevant policies. This paper uses the method of text analysis to compare and analyze the characteristics of the media construction of relevant policies before and after the main time nodes of the peasant workers' policy change process. The results show that, in the different stages of policy change, the media plays a different role in policy change because of its unique way of construction. It is suggested that the government should pay more attention to media issues during the process of solving public problems and policy issues. In the process of policy introduction and implementation, media should be treated with caution and attention should be paid to media interpretation and propaganda. The government needs to respond to the media's feedback on the policy in a timely manner.
