The Coordination between Science & Technology Policy and Climate Policy from the Perspective of Policy Learning

Policy learning is main driver of policy change while policy coordination is a process and a result of actors' policy learning in fact. The uncoordinated situation of local policy is popular in china, especially the one between science&technology policy and the climate policy. This essay uses theories of policy learning to analyses the learning process in Wuhan experiment, and finds that policy learning in Wuhan is one from others, one in primary stage, and short of platform etc. To solve these problems, we should construct policy networks, promote conceptual learning, use policy tools innovatively, carry out policy evaluations.
