Construction Logic and Future Trend of Social Policy of Rural-urban Migrants in China—Content Analysis of Policy Text of the CPC Central Committee, the State Council Bulletin from 1978 to 2012

Social policy of rural-urban migrants in China is an important institutional measure to respond to the flowing of migrants for the government. The policies follow different construction logic in different periods. This research finds the construction logic of social policy of rural-urban migrants in China undergoes the process of flow control to systematic absorption, based on content analysis of policy text of the CPC Central Committee and the State Council Bulletin from 1978 to 2012. Inspired by western social rights theory and the local social reality, this research puts forward that the construction of social policy of rural-urban migrants in China will follow the logic of social rights. The policies should aim at promoting the social integration of migrants by paying more attention to social fairness and strengthening the subjectivity of migrants to construct the integration of urban and rural social policy.
