中国省际能源高质量协同发展测度

    Evaluation and Complementarity Analysis of High-quality EnergyDevelopment in 30 Provinces

    • 摘要: 新形势下中国能源发展面临来自国内外的多重挑战,亟须提高发展的质量和效益,以满足人民在经济、社会、生态等方面日益增长的需要。围绕安全可靠、绿色清洁、高效节能、能源共享、减污降碳、技术创新六个维度构建中国省际能源高质量发展指标体系,测度分析了中国30个省份2012—2022年的能源高质量发展水平和特征变化,并利用基于产品空间的复杂网络量化了不同能源高质量发展指标之间的协同关系,为推动省级能源高质量发展和确定能源高质量发展进程中的优先事项和政策一致性提供了科学支撑。结果表明,(1)2012—2022年全国整体及各区域能源高质量发展水平呈现稳步上升趋势,中南、西南地区各省份能源发展较为迅速,华东、中南地区整体能源发展水平较高,东北地区整体能源发展水平较低。(2)相比2012年,全国整体能源安全稳定性有所下降,技术创新性提升明显,省间能源共享水平差异大幅度缩小,广东、湖北、安徽等东中部省份技术创新水平明显增强,山东、四川等东部沿海及西南省份的能源结构“清洁化”程度不断提高,贵州、青海、河南、湖北减污降碳成效显著,但区域能源供需不平衡,宁夏与山西等煤炭大省“高投入、高能耗、低效益”的问题依然凸显。(3)终端电气化水平、绿色能源投资和能源基础设施建设投资三项指标与大量能源指标存在紧密的协同关系,将在未来实现能源高质量发展的过程中发挥关键作用。

       

      Abstract: Chinese energy development nowadays has multiple challenges from home and abroad, and there is an urgent need to improve the quality and efficiency of its development to meet the growing needs of the people in economic, social and ecological aspects. Firstly, in this paper, an inter-provincial high-quality energy development indicator system was constructed around six dimensions: safety and reliability, green and cleanliness, high efficiency and energy conservation, energy sharing, pollution reduction and carbon reduction, and technological innovation. The level of high-quality energy development and changes in the characteristics of 30 provinces from 2012—2022 were measured and analyzed. Secondly, the synergistic relationship between different energy high-quality development indicators was quantified using a complex network based on product space, which provides scientific support for promoting provincial high-quality energy development and identifying priorities and policy consistency in the process of energy high-quality development. The results are as follows. (1) The overall and regional quality energy development level of China shows a steady upward trend from 2012 to 2022, with more rapid energy development in the central-south and southwestern regions, a higher energy development level in the eastern and central-south regions, and a lower energy development level in the northeastern region. (2) Compared to 2012, the overall energy security and stability of the country has declined, technological innovation has increased significantly, and the difference in the level of energy sharing has been reduced significantly. The level of technological innovation in eastern and central provinces such as Guangdong, Hubei and Anhui has significantly improved, and the level of “clean” energy structure in eastern coastal and southwestern provinces such as Shandong and Sichuan has been continuously increasing. Guizhou, Qinghai, Henan and Hubei have achieved remarkable achievements in reducing pollution and carbon emissions, but the imbalance between regional energy supply and demand and the problems of “high input, high energy consumption and low efficiency” in Ningxia, Shanxi and other coal-rich provinces are still prominent. (3) The indicators of terminal electrification level, investment in green energy and investment in energy infrastructure construction are closely synergistic with a large number of energy indicators, and will play a key role in achieving high-quality energy development in the future.
