扎根理论视域下资源环境要素市场化交易规则的框架机制

    Framework Mechanism of Market-oriented Trading Rules for Resource and Environmental Elements: A Grounded Theory Perspective

    • 摘要: 资源环境要素的市场化交易是促进资源有效利用和推进环境保护的有效途径,因此构建科学的交易规则体系对于规范市场交易行为具有重要价值。选取102份政策文本作为研究样本,借助NVivo14软件,采用扎根理论的方法,提炼了资源环境要素交易规则的框架机制,并在此基础上建立起相关结构模型。研究结果表明:资源环境要素交易规则包含基础运营机制、监督与合规机制以及激励与促进发展机制,三大机制构成“平稳运营—强化监管—长期发展”的演化逻辑。此外,通过与数据要素交易规则机制的对比分析,检验了结论的合理性。

       

      Abstract: The market-oriented trading of resource and environmental elements is an effective way to promote effective utilization of resources and environmental protection. Therefore, building a scientific trading rule system is of great value for regulating market trading behavior. 102 policy texts were selected as research samples and NVivo 14 software was used to extract the framework mechanism of resource and environmental elements trading rules using grounded theory. Based on this, relevant structural models were established. The research results indicate that the trading rules for resource and environmental factors include basic operation mechanisms, supervision and compliance mechanisms, and incentive and promotion mechanisms, which form the evolutionary logic of “smooth operation–strengthened supervision–long-term development”. In addition, by comparing and analyzing the trading rules and mechanisms of data elements, the rationality of this conclusion has been verified.
