Abstract:
Transparent government is a condition where the public is fully informed about government's administrative process and results, and this is the result of effective interaction between government and citizens. Big data is regarded as a useful tool for constructing a transparent government, but how to use it to build a transparent government is uncertain. Based on the big data resources inside the government and a framework of medium selection, production, disclosure and utilization, how the government and the public use big data resources to achieve a high-quality transparent government was analyzed. Research findings show that the forthcoming administrative big data can significantly improve the depth, breadth, timeliness, and public participation of transparent governments. To mine the huge transparent value of administrative big data resources, it is necessary to embed big data thinking, data resources and technology into the government side to reconstruct the production and disclosure mechanism of administrative records, and involve the public in the use of big data media resources. As a result, a new path of transparent government governance centered on big data medium and effective interaction and cooperation between government and citizens can be realized.
