国防科技工业科技安全能力评价

    Evaluation of National Defense Industry's Science and Technology Security Capability

    • 摘要: 为研究国防科技工业科技安全能力构成并对主要工业领域科技安全能力进行评价,从运行能力、促进能力、保障能力三个维度构建了评价指标体系。为适应评价对象主观性、小样本的特性,运用改进的组合赋权法计算评价指标体系的权重;运用Topsis法对国防科技工业六大工业领域的安全能力进行了比较研究。结果表明:促进能力、保障能力是国防科技工业科技安全能力的核心,运行能力是基础;工业领域发展水平越高,对应科技安全能力越强;促进能力和保障能力分别为国防科技工业科技安全能力最强和最薄弱的方面。

       

      Abstract: In order to study the composition of science and technology security capability of national defense industry and evaluate the security capability of the industry's major fields, an evaluation index system was constructed from three dimensions:operation capability, promotion capability and guarantee capability. To adapt to the subjectivity of the evaluation object and the characteristics of the small sample, the weight of the evaluation index system was calculated by the Modified Combination Weighting Approach. And the security capability of the industry's six major fields was compared by using the Topsis Method. The results show that promotion capability and guarantee capability are the core of the security capability, while operation ability is the foundation; the higher development level of the industrial field, the stronger the security capability; the promotion capability is the strongest aspect, while the guarantee ability is the weakest.
