Abstract:
This paper analyze the pollution emission heterogeneous spatial spillover in the context of environmental regulation competition,construct the push and pull model of Chinese regional pollutant spatial heterogeneity emission,discuss the formation mechanism of spatial heterogeneity in China's regional pollutant emission under environmental regulation competition:when the pull force which is decided by the market effect is greater than the push force which is decided by the learning effect,China regional pollutant emissions showed negative spillover effects in space; when the push force is greater than the pull force,Chinese regional pollutant emission positive spillover effects in space. Then,using China 285 cities between 2003-2015data,constructing heterogeneous spatial autoregressive model,using quasi maximum likelihood estimation method to empirical test China regional pollutant emission' spatial heterogeneity process.The results show that:(1)there is spatial spillover effect of China's regional pollutant emissions,and the spillover effects are heterogeneous. This heterogeneity is caused by the tension and thrust of different regions;(2) China's discharge intensity of industrial smoke(powder)dust show a positive spillover effect in space,that is,the emission of pollutants from enterprises in most areas of China is mainly affected by the learning effect.
