    地方政府绩效管理制度持续发展的路径研究

    Research on the Sustainable Development Path of Local Government Performance Management System

    • 摘要: 改革开放以来,地方政府开始积极探索施行政府绩效管理,形成了诸多“模式”。但是在四十余年来的发展过程中,许多地方政府的绩效管理一度中断,因此地方政府绩效管理制度的持续发展成为一项重要研究议题。从影响地方政府绩效管理持续发展的内外部环境中筛选出六项重要因素,选取23个地方政府绩效管理实践的典型案例,采用清晰集定性比较分析(csQCA)方法,对地方政府绩效管理持续发展的路径进行实证分析。通过分析得出地方政府绩效管理持续发展的两种路径:创新驱动与路径依赖,其中创新驱动分为治理创新型和管理创新型。治理创新型的驱动本质上是一种绩效管理的治理体系重构,管理创新型的驱动本质上是绩效管理的治理能力提升。未来推进地方政府绩效管理持续发展应从法制建设和组织管理两方面进一步发力。

       

      Abstract: Since the reform and opening up, local governments have begun to actively explore the government performance management, and have formed many "models." However, in the 40 years of development, many local government performance management practices have been interrupted, so the continuously development of local government performance management system has become an important research topic. The article selects six important factors from the internal and external environment that influence the sustainable development of local government performance management, selects typical cases of 23 local government performance management practices, and adopts the clear set qualitative comparative analysis (csQCA) to study continuously development paths of local government performance management. Finally, two paths for the sustainable development of local government performance management are drawn: innovation-driven and path-dependent. The innovation-driven are divided into governance innovation and management innovation. The drive of governance innovation is essentially a governance system reconstruction of performance management, and the drive of management innovation is essentially the improvement of governance capabilities of performance management. To promote the sustainable development of local government performance management in the future, further efforts should be made from legal system construction and organizational management.
