Abstract:
Since the reform and opening up, local governments have begun to actively explore the government performance management, and have formed many "models." However, in the 40 years of development, many local government performance management practices have been interrupted, so the continuously development of local government performance management system has become an important research topic. The article selects six important factors from the internal and external environment that influence the sustainable development of local government performance management, selects typical cases of 23 local government performance management practices, and adopts the clear set qualitative comparative analysis (csQCA) to study continuously development paths of local government performance management. Finally, two paths for the sustainable development of local government performance management are drawn: innovation-driven and path-dependent. The innovation-driven are divided into governance innovation and management innovation. The drive of governance innovation is essentially a governance system reconstruction of performance management, and the drive of management innovation is essentially the improvement of governance capabilities of performance management. To promote the sustainable development of local government performance management in the future, further efforts should be made from legal system construction and organizational management.
