      白洋淀农业面源污染治理的研究对实现白洋淀生态全面治理与修复,建设天蓝、地绿、水清的美丽新区具有重要现实意义。针对雄安新区白洋淀农业面源污染治理的定量研究相对欠缺,基于演化博弈理论,构建公众参与下政府与农户的演化博弈模型,在政府惩罚金额、补贴金额以及农户减污成本的基础上创新性地引入政府环保政策执行力度、公众农业面源污染治理参与度两个因素,更加全面地研究博弈主体的行为策略与演化轨迹。结果发现:政府实施惩罚、农户积极减污是主体可以实现的理想演变稳定状态。新区政府环保政策执行力度提升、公众农业面源污染治理参与度加强、新区政府惩罚金额增加、农户减污成本降低有助于农户向积极减污的演化发展。对尽快实现理想稳态、确保水质达标、实现白洋淀生态修复具有重要影响。据此认为,下一步应重点加强新区政府对农户农药化肥使用的监管力度,高度重视农户减污成本对白洋淀农业面源污染治理政策的响应意愿,积极建立公众参与农业面源污染治理的管理机制。
English Summary:
      The research on agricultural non-point source pollution control in Baiyangdian Lake has important practical significance for realizing comprehensive management and restoration of Baiyangdian ecology and building a beautiful new area of blue sky, green land and clear water. Aiming at the relative lack of quantitative research on agricultural non-point source pollution control in Baiyangdian, Xiong’an New Area, based on game theory, this paper constructed an evolutionary game model between government and farmers under public participation. On the basis of the amount of government punishment, the amount of subsidies and the cost of pollution reduction by farmers,two factors—the implementation of government environmental protection policies and the participation of public agricultural non-point source pollution control—were introduced innovatively, to make a more comprehensive study of the behavioral evolution characteristics of the game subject. It was found that the government’s implementation of punishment and the positive reduction of pollution by farmers are the ideal evolutionary state that the main body can achieve. The implementation of environmental protection policies of the New Area government, the increased participation of the public in agricultural non-point source pollution control, the increase in the amount of punishment of the New Area government, and the reduction in farmers’ pollution reduction costs will help farmers to move toward positive pollution reduction. This has an important impact on achieving the ideal steady state as soon as possible, ensuring water quality and realizing ecological restoration of Baiyangdian Lake. Based on this, this paper proposes to strengthen the New Area government’s supervision of the use of pesticides and fertilizers by farmers, attaches great importance to farmers’ mitigation costs to the Baiyangdian agricultural non-point source pollution control policy, and actively establishes public participation in the management mechanism of agricultural non-point source pollution control.
