      高速铁路建设对中国工业集聚产生了深远的影响,其通过运行速度的提高改变着城市之间的时间距离和时间成本。城市之间时间成本的下降不仅通过加速可移动要素禀赋的流动影响其工业布局,而且重新唤起了不可移动自然资源对工业企业的吸引力,出现了今天中国的产业集聚和转移现象。高铁影响工业集聚与转移的机理是:中心区因要素禀赋优势会对工业产业产生集聚力,也会存在因拥挤效应产生的分散力,即"推力";边缘区在其自然资源的吸引下,会产生对中心区工业产业的"拉力",最终结果是中心区工业产业实现调整或升级,部分产业向边缘区转移或扩散;在中心区"推力"和边缘区"拉力"的产生过程中,高铁起到了加速和促进作用。将高铁开通后中国284个地级及以上城市间的最短时间距离纳入实证检验中,结果显示:高铁开通后不可移动的自然资源对工业分布的影响在加深;中国工业的转移路径按城市层级进行,一、二线城市工业发展更加依赖科技投入推动产业升级;三、四线城市受自然资源影响较深,正在承接一、二线城市的产业转移。
English Summary:
      The construction of high-speed railway has a far-reaching impact on China's industrial agglomeration,which changes the time distance and time cost between cities through the increase of railway speed. The decrease of time cost between cities not only affects the industrial layout by accelerating the flow of movable factor endowment,but also arouses the attraction of immovable natural resources to industrial enterprises,which leads to the phenomenon of industrial agglomeration and transfer in China today. In this paper,we systematically review the mechanism of the impact of high-speed rail on industrial agglomeration and transfer. Because of the factor endowment advantage,the central area will produce the agglomeration force to the industrial industry,and there will also be the decentralization force,that is,the "thrust" caused by the crowding effect. Under the attraction of natural resources,there will be a "pulling force" on the industrial industry of the central area in the fringe area. The final result is that the industrial industry of the central area will be adjusted or upgraded,and some industries will be transferred or diffused to the fringe area. In the process of "thrust" in the central area and "pull" in the fringe area,the high-speed railway plays an accelerating and promoting role. In view of this,the shortest time distance between 284 prefecture-level and above cities in China after the opening of high-speed rail is included in the empirical test. The main conclusions are shown as follows. (1)After the opening of high-speed rail,the impact of the non-movable natural resources on the industrial distribution is deepening. (2)China's industrial transfer path is carried out according to the urban level. The industrial development of the first and second-tier cities relies more on scientific and technological input to promote industrial upgrading. (3)Third and fourth-tier cities are deeply affected by natural resources and are undertaking the industrial transfer of first and second-tier cities.
