Abstract:
The certification of farmland rights has laid the foundation of property rights for farmland transfer; meanwhile, policy propaganda has an important effect on policy realization. An analysis framework of “Policy Implementation—Policy Propaganda—Policy Realization” was constructed, and the impact of farmland rights certification on the scale transfer and standardized transfer of farmland was analyzed, and the moderating effect of policy propaganda in farmland rights certification was investigated, by using the Rural Land Survey data of 17 Chinese provinces in 2016 and applying the Probit Model, moderating effect analysis, and IV analysis. The empirical results show that the certification of farmland rights has a significant positive impact on the scale transfer and standardized transfer of farmland, and the propaganda of farmland rights certification policy poses a positive moderating effect on farmland scale transfer. Therefore, in the final stage of farmland rights certification, it is necessary to strengthen the propaganda and guidance of land policy, improve farmers’ cognition of land certification policy, promote the effective implementation of land certification policy and promote scale and standardized farmland transfer.
