Abstract:
Based on the resource dependence theory and interoperability theory, a project implementation system for the interoperationalization of technical standards in the context of civil-military integration was constructed. From the perspective of resource dependence theory, this paper offered a theoretical foundation for the infiltration and integration of military industry and civil, and from the perspective of interoperability theory, it offered a theoretical foundation about how to achieve mutual infiltration and integration between military industry and civil industry. The precondition, process, and guarantee for the project's smooth implementation were proposed. At the same time, the National Standardization Office for Civil-Military Integration Management and the Civil-Military Integration Technical Standard Interoperability Management Committee subordinate to it were suggested to be set up to manage and monitor the project's implementation. The interoperationalization of technical standards allows military technology and civilian technology to become an open, compatible, and interconnected organic system that allows military enterprises and civilian enterprises to share their resources and collaborate efficiently across different boundaries and sectors.
