Abstract: It is urgent for local governments to take active actions and keep innovating to optimize urban governance and solve multiple urban governance problems. Examining the innovative boundaries of urban governance can not only accurately define a feasible innovation space, but also avoid the loss of control over innovation in urban governance. Taking Wuhan City Administration's use of “Call you to tear” to manage urban “psoriasis” as an example, it is necessary to analyze the operational logic of innovation measures, and at the same time it must face up to its hidden danger of “killing you”. On the one hand, the city of Wuhan has changed“the passive treatment of urban management” into“the the parties concerned taking the initiative”, realizing the transformation of “I want to govern”to “Let me govern”. On the other hand, the system of “Calling you to tear” is relatively mature, the proportion of phone calls and SMS alerts is adjusted according to the response of the parties, which reflects Wuhan City Administration's excellent grasp of the innovation boundary of urban governance. It can be seen from the above that governments at all levels must dare to provide opportunities and platforms for the governance of innovation and cities should create necessary fault-tolerance mechanisms to increase the possibility of urban governance innovation. At the same time, we should adhere to innovative boundaries of urban governance, never go beyond the law, the system, and the technology, and cannot damage the legitimate rights and interests of the public.
