应急物资动员链构建与优化基本理论研究

    Research on Construction and Optimization's Basic Theory of Emergency Relief Materials Mobilization Chain

    • 摘要: 重大突发事件发生后,灾区对应急物资的需求激增。当存量的应急物资无法满足灾区需求时,需要通过应急生产来筹集物资。基于国民经济动员可以实现危态下资源超常规供给的基本认识,结合应急供应链,研究应急物资动员链构建与优化的基本理论。通过研究,认为应急物资动员链是为保障应急物资的超常规供给,保障危态下应急物资生产任务顺利完成,利用国民经济动员机制构建的应急物资供应链。它具有需求不确定性、供给能力超常规性、系统结构动态性、一定的稳定性、政府主导性、高度协同性、同步性及时间导向性等特点。它由管理链和供应链组成,其中管理链包括决策主体、执行主体和协调主体,供应链包含供应主体。在应急物资动员链运行过程中,其会随着应急物资需求变化、参与主体的任务落实情况的变化以及灾害的演化进行动态性变化,并会通过应急物资动员链中的节点、路径及主体的动态性变化表现出来。根据以上基本理论,形成一套由管理链和供应链协调配合的应急物资动员链构建与优化流程。

       

      Abstract: After serious emergencies occur, the demand for emergency relief materials will increase. When the stock of emergency relief materials cannot meet the needs of the disaster-stricken area, emergency production should be used to increase emergency supplies. Based on emergency supply chain and the basic knowledge that national economy mobilization could achieve the unconventional supply of resources in emergent situations, the article researched the basic theory on the building and optimization of emergency relief materials mobilization chain(ERMMC). The research found that ERMMC was the emergency supply chain constructed by using national economy mobilization mechanism, to guarantee the extraordinary supply of emergency relief materials and guarantee that emergency relief materials production tasks are successfully completed. ERMMC has the characteristics of demand uncertainty, supernormal supply capacity, dynamic system structure, a certain degree of stability, governmental dominance, high degree of cooperativity, synchronization and time orientation. It consists of a management chain and a supply chain, among which the former includes decision-making agents, executive agents and coordinating agents, and the latter includes supply agents. In the process of its operation, it may change dynamically with the variation of emergency relief material requirements, the implementation of participants' tasks and the evolution of the disaster, and the change may appear in the form of the dynamic changes of nodes, paths and agents in ERMMC. Based on the basic theory above, this article eventually formed an ERMMC construction and optimization process by combining a management chain and a supply chain.
