Abstract:
Under the paradigm of innovation 3.0,innovation performance of industrial clusters mainly depends on the coordination and interaction among firms, and incentive and constraint mechanisms of cluster governance in various network embeddedness. Based on Sunan National Independent Innovative Demonstration Zone, this paper theoretically built a conceptual model of network governance of industrial clusters, and used an Ordered Probit Regression Model to empirically examine the impact of cluster governance mechanisms on innovation performance from the perspective of network embeddedness of high-tech industrial clusters. Research revealed that there was complementary relationship between formal governance mechanisms(contract, public order and private order) and informal governance mechanisms(trust, reputation and cluster culture),both within the strong and the weak relation networks. Research further showed that the influence of governance mechanisms on innovation performance was significantly different, according to various network embeddedness. In strong tie relationships, informal governance mechanisms had a significant positive impact on incremental innovation; while in weak tie relationships, formal governance mechanisms had a significant positive impact on fundamental innovation.
